The National Milk Producers Federation and the U.S. Dairy Export Council issued a joint statement supporting the legislation after it passed the U.S. House of Representatives. The groups emphasized that organized retail crime has evolved beyond isolated shoplifting incidents into sophisticated criminal operations targeting high-value consumer goods, including dairy products.

According to the organizations, retail theft networks contribute to financial losses throughout the dairy value chain, affecting processors, distributors, retailers, and ultimately consumers through higher prices and operational inefficiencies. The groups said the proposed legislation would improve information sharing and coordination between federal, state, and local law enforcement agencies.

Industry representatives also stressed that food and beverage manufacturers are increasingly vulnerable to supply chain disruptions linked to organized crime. Dairy products, particularly branded and high-turnover items, are viewed as attractive targets due to their widespread retail presence and consistent consumer demand.
