Wisconsin’s collection announcement was effective this May 14th, and will not be retroactive. It will apply to any dumped milk going forward up until President Trump ends the federal major disaster declaration regarding COVID.
USDA announced in late April that it would not collect the 5₵/cwt national dairy assessment. State and regional dairy checkoff groups receive the other dime. California also announced in late April that it would not collect its dime on dump milk. See more on those announcements here.
“We hope that temporarily lifting the state assessment on non-commercialized milk in this highly unusual situation will provide some relief to farmers or processors who may have to dispose of their product during this pandemic,” says Department of Agriculture, Trade, and Consumer Protection Interim Secretary Randy Romanski.
